Abstract

Studies to date have demonstrated that primary care improves health outcomes. Substantial evidence suggests that health insurance increases access to care(Newacheck, Stoddard, Hughes and Pearl, 1998; Newacheck et al., 2001). However, few studies have examined the association between health insurance type and the quality of primary care.
Given the established relation between insurance and access to care, health insurance in general and the type of insurance in particular are expected to make substantial influence on primary care experience measured by various attributes(Shi, 2000). Furthermore, Mark and Mueller(1996) suggest that the extent to which a certain health insurance plan
increases access to care may be different by income level when they compare HMOs and traditional plans.
